Directory of Informed Parties and Reporters for the EU Digital Identity Wallet
EADTrust in collaboration with different technical and legal profile entities related to digital trust services is helping to create a directory of using parties and authentic sources that provide or request information in qualified and non-qualified attribute statements.
The directory being created with the information provided on this page will allow interested entities to be contacted and provided with communication protocols to facilitate their integration with the EU Digital Identity wallet and other information related to the implementation of the EUDDI Wallet.

With the advent of Regulation (EU) 2024/1183 (EIDAS 2) defining and regulating the «EUDI Wallet», it is established that member states will make European digital identity wallets available to citizens:
- directly by a Member State;
- under a mandate from a Member State;
- independently of a Member State, but with the recognition of that Member State.
To facilitate the deployment of the EUDI Wallet, the ecosystem of user parties (those requesting information from the wallets at the expense of the delivery of this information being authorised by the wallet holder) and authentic sources (parties delivering information related to the wallet holder on the basis of a previous relationship, at the request of the wallet holder) needs to be created.
Authentic sources providing information must generate electronic «statements» (or «testimonials») of attributes via
- qualified attribute statement service providers,
- public bodies issuing attribute statements,
- non-qualified attribute statement service providers,
thus providing portfolios with the information they request at the request of a user party.
The statements collect structured data and include a qualified electronic seal to certify their authenticity.
The requesting parties must accept these electronic «declarations» (or «testimonials») of qualified and unqualified attributes and be able to interpret the information from the structure described in the electronic «Testimonial».
A use case for the wallet could be the following:
- The user browses a website where he/she has the option of contracting a service, for example, enrolling in a level of education at a university. On the website there could be a button with this text «Enrol with an IDUE Wallet».
- Clicking the button provides a MIME-type that activates the wallet and indicates the URL that the wallet should access.
- The Wallet starts, verifies the identity of the holder and accesses the indicated link, on the basis of which a dialogue is established to request a «declaration» of attributes that reflects the passing of a lower level of training that enables enrolment in the indicated training.
- If the Wallet does not currently have the appropriate attribute «statement» obtained previously, it displays a search window to the user with the entities (universities) that could issue a «statement» compatible with the one requested. The user chooses their university (which has an associated URL to consult) and this provides the Wallet with the attribute «statements» associated with the identity of the wallet holder, which will contain the degrees obtained at that university.
- Once one or more compatible «statements» are available in the wallet, it authorises their forwarding to the requesting entity. The wallet keeps a record of all requests for information received and all «statements» sent.
The casuistry is immense and there will be many variations but any entity that preserves citizen data must be able to respond with qualified or unqualified electronic «tokens» of attributes to requests from its customers wallets.
Some entities will prefer to engage already qualified Trusted Service Providers, such as EADTrust, to manage the special communications protocols and qualified electronic seals used to electronically sign and seal the «qualified electronic attestations of attributes».
The casuistry is immense and there will be many variations but any entity that preserves citizen data must be able to respond with qualified or unqualified electronic «tokens» of attributes to requests from its customers wallets.
And some entities will have the 2 roles of «reporting parties» and «informed parties».
It is therefore necessary to identify the entities issuing the «testimonials» and those requesting them, in order to be able to provide them with the information they need.
